Lockpicks are considered burglary tools. The only non-military/non-law personnel that can legally carry them are licensed locksmiths. This includes homemade picks; however, a police officer may not always recognize the homemade tools when he/she sees them. After all, a bobby pin makes a damn good tension wrench in a hurry. 😉 If you are carrying a lockpick kit and you want to do it legally, +mail your sphere staff to get you judgenoted as being a locksmith.  If you have security 3+ and are not a convicted felon, there should be no problem whatsoever with you obtaining that licensure. It’s just a formality at this point.
