There are 3 rollsets involved in an IC speech, for the purpose of IC elections, although this can be adopted for any event in which a speech roll is needed.

Main Roll:

• Charisma or Manipulation + Public-Speaking dif 6, OR
• Charisma or Manipulation + Expression dif 7

Secondary Roll:

Pick ONE to roll, if making this secondary roll. You must have the abilities to make the roll. A simple attribute roll at a higher diff is disallowed. The succs obtained on the secondary roll lower the diff of the Main Roll by that number; however, the diff can never fall below 3.

• Charisma or Manipulation + Leadership dif 7, OR
• Charisma or Manipulation + Fast-Talk dif 7, OR
• Charisma or Manipulation + Performance dif 7

Tertiary Roll:

Pick ONE to roll, if making this tertiary roll. You must have the abilities to make the roll. A simple attribute roll at a higher diff is disallowed. The succs obtained on the tertiary roll will add dice to the main roll by the following chart: 0-1 succs=0 dice added; 2-3 succs=+1 dice; 4-5 succs=+2 dice; 6+ succs=+3 dice. 

• Intelligence + Writing dif 7, OR
• Intelligence + Politics dif 6, OR
• Intelligence + Law dif 7

The tertiary roll must be done by PCs with the following exceptions: If a PC wishes to use a Contact for speech writing, Contacts dif 7 is rolled and the succs are used as the tertiary roll. To do this, the PC must already have said contact judgenoted or must spend XP to buy this contact. If a PC has a Judgenoted, Statted retainer with the appropriate stats, the retainer’s stats may be rolled as the tertiary roll. In addition, the PC giving the speech may hire other PCs to make this tertiary roll.

Supernatural powers as well as pertinent merits and flaws can be used when making any of these rolls.
